Delray Beach Reviews the Glass Itself, Not Only the Window
Delray Beach's adopted design guidelines list eight things a replacement window must account for. Two of them are about the glass, not the frame.
Give us the address. In this county the address decides the pressure, the review, and often the price — before the window does.

Eight requirements, and a quote that answers two of them
A typical impact window quote answers two questions: what the unit costs and what pressure it holds. Delray Beach's adopted Historic Preservation Design Guidelines ask for considerably more. The Windows section sets out what a replacement design must take into account, in the city's own order: "Trim detail; Material; Size and shape of frame and opening; Reveal or setback of the window from the wall plane; Light configuration; Whether the horizontal line of the sash is on the same, or different, plane; The color and reflective qualities of the glass; and The muntin and mullion profiles and their configuration."
Read that against a quote and the gaps show. Reveal, meaning how far the frame sits back from the wall plane, is decided by the installation detail and is almost never discussed. "The color and reflective qualities of the glass" is a line a tinted low-emissivity unit can fail on appearance while passing every structural test it was built for. "The muntin and mullion profiles and their configuration" is the difference between a genuinely divided light and a grille sealed inside laminated glass, and on a small pane those two do not look alike from the sidewalk.
The guidelines also treat impact glass as a permitted route rather than a way around appearance: "The Building Code does allow for the installation of impact-resistant glass in place of a shuttering system... In any case, the new windows should resemble and reconfigure a historically appropriate type." That is guidance from an adopted document rather than a local amendment to the code, and it is applied through the Certificate of Appropriateness, not by a structural inspector on the last day.
What the design guidelines put on the drawing
- Trim detail, and the material of the replacement.
- Size and shape of the frame and of the opening, which the guidelines list separately.
- Reveal or setback of the window from the wall plane.
- Light configuration, and whether the horizontal line of the sash sits on the same plane or a different one.
- The color and reflective qualities of the glass.
- The muntin and mullion profiles and their configuration.
- Where shutter tracks are to stay up year-round, the guidelines say they should be painted to match the exterior surface.
Nassau Park, and why the side of the water matters
Of the five districts on the Local Register, the city describes Nassau Park as "The only historic district east of the Intracoastal Waterway." Everything else on the register sits on the mainland side. One sentence, and it tells you that in this city high barrier-island exposure and appearance review overlap in exactly one place — which is also the place where the specification is hardest to satisfy from both directions at once.
The city's adopted Coastal Management Element describes that island: a coastal planning area of roughly 629 acres, about three miles of beach front, a barrier island varying in width from 1,000 to 2,000 feet, essentially built out, overwhelmingly residential, with more than half the area zoned for single family detached housing. It is an older adopted document, so read those figures as the city's own description rather than as this year's count. The shape of the problem has not moved: a narrow island, small lots, high exposure, and one district where how the window looks is reviewed as well as what it holds.
Two of the five local districts are also listed on the National Register, and the seven-member board administering all of them was created under the city's 1987 preservation ordinance. That is a long-established program working from a written, adopted set of guidelines, which is the reason to treat the eight-item list as a specification sheet rather than as a reviewer's mood on the night. A board applying the same document decade after decade is predictable, and predictable is exactly what you want when the unit is made to order and the deposit is already down.
How we run a job here
- 01Establish whether the address sits in one of the five districts on the city's Local Register — West Settlers, Old School Square, Del-Ida Park, Marina or Nassau Park — or is an individually listed property.
- 02Treat the eight-item list as the specification sheet and answer every line in writing before a unit is ordered.
- 03Select glass on appearance as well as on performance, since color and reflectivity are named review items.
- 04Settle whether muntins are divided or applied, and show the profile, because configuration is reviewed rather than assumed.
- 05Route the work correctly, to preservation staff or to the seven-member Historic Preservation Board, depending on the extent of the work.
The guidelines say replacement with the original material is always most desirable, and that the board "will consider other materials or cladding on a case-by-case basis." We read that as an invitation to make a case rather than as a refusal, and a case is far easier to make with a physical sample, a profile drawing and a marked-up elevation than with a brochure page. On jobs in this city we spend more time on appearance documentation than on anything else, and it is the cheapest time on the whole job.

Said plainly
Where we stop
We are a window and door contractor, not your agent at a hearing, and we will not tell you what a board is going to accept. Where the property is individually listed, or the scope is extensive enough to go to the board rather than to staff, an architect who works in this city regularly is worth the fee. We will supply profiles, samples and product data, and we will not order a made-to-order unit until the appearance question has an answer in writing.
FAQ
Common questions
- Will a low-emissivity impact unit pass review here?
- It depends how it looks. The guidelines name the color and reflective qualities of the glass as a review item, so a visibly tinted or mirrored coating can draw comment even where the structural performance is fine. Bring a sample.
- Do applied grilles count as muntins?
- The guidelines review the muntin and mullion profiles and their configuration, so the profile is looked at and not just the pattern. A grille sealed inside the glass reads differently from a divided light, especially on small panes.
- Can I use impact glass instead of shutters on a historic house?
- The guidelines state the Building Code does allow impact-resistant glass in place of a shuttering system. They also say the new windows should resemble a historically appropriate type, so the route is open and appearance still governs.
- Does every job go to the board?
- No. The city routes a Certificate of Appropriateness to either the Historic Preservation Board or preservation division staff depending on the extent of the work. Ask which route your scope falls into before you set any dates.
What we install
Impact Windows
The core product, and in this county the one most often over-specified. Palm Beach is outside the High Velocity Hurricane Zone, so the approved field is wide — and the job is choosing correctly inside it rather than defaulting to the most expensive label.

Sliding Glass Doors
Sliders are the largest glazed openings in most Palm Beach homes and the ones where a size-based approval limit is most likely to be exceeded. They are also where the structural question above the opening gets skipped.

Impact Entry Doors
An approved entry door is an assembly. The slab, frame, hinges, lock, threshold and glazing are approved together, and changing one part outside the approval invalidates the whole thing.

Impact Garage Doors
A double garage door is usually the biggest single opening in the building envelope. It is also the one clients most often leave off a window quote, because it does not feel like a window.

French & Specialty Shapes
Arched heads, radius tops, oversized fixed glass and French pairs are common on Palm Beach houses and are made to order. They carry the longest lead times on any job and the least flexibility if something is measured wrong.

Glazing Into Existing Frames
Where the existing frames are structurally sound and an approval exists for glazing into them, replacing only the glass is cheaper, faster and less disruptive than a full replacement.

What is different about Palm Beach
You Are Not in the HVHZ
The High Velocity Hurricane Zone is Miami-Dade and Broward. It is not Palm Beach. Your openings are governed by statewide Florida Product Approval, which is a wider field, and knowing that changes what you should be quoted.

The Debris Region
The second mistake in this county is the opposite of the first. Being outside the High Velocity Hurricane Zone is not being outside the requirement — Palm Beach County sits in the wind-borne debris region, and openings need protecting.

Design Review on the Island
The Town of Palm Beach reviews the appearance of exterior work, and several other municipalities in the county run their own review. Where that applies, the design question is settled before the code question, and the order is not negotiable.
